Regardless of the particular program selected, TQCSI has an established method of assessing management systems to formal third party certification. At TQCSI, we strive to retain simplicity in the audit process and set the highest priority on client requirements in a partnership relationship. The implementation of this method and philosophy is what sets TQCSI apart from the others who, too often, demonstrate bureaucracy, require additional overheads and prove to be, both, difficult to achieve and expensive.
TQCSI applies simple, effective applications and interpretations within the following framework.
Initial Discussion
Your first contact with TQCSI Indonesia begins with a discussion (via chat/phone/meeting) to understand your needs and explain the certification requirements and conditions in clear detail. We will ensure you have a full understanding of what is required, including the responsibilities of both parties, and provide plenty of opportunity to ask questions until everything is clear.
For large companies or those with diverse operations, it may be desirable at this stage for TQCSI to visit and view your company’s operations and services.
Application, Quotation & Acceptance
Once you decide to proceed with TQCSI Indonesia, you submit the Application Form so we can obtain detailed information about your company (e.g., scope, sites, activities, employee numbers, and operations) and determine the certification requirements accurately.
Based on the application details, TQCSI Indonesia will issue a firm quotation for the certification services with all costs clearly explained and no hidden charges.
The certification timeframe and audit schedule will then be agreed, and the certification process will formally proceed once the quotation is signed/accepted by your company.
Document Review
When your Policy Manual (and supporting system documentation) has been completed, you should contact TQCSI Indonesia to arrange a Document Review. This review confirms that your documentation conforms to the requirements of the applicable Standard and may identify gaps requiring correction before the Pre-Audit and/or System Audit can be conducted.
The Document Review is normally conducted at our office but may also be completed at your premises. For Food Safety Programs, the HACCP Plan is also required as part of the Document Review.
Following the Document Review, you will be provided with a written report detailing any areas requiring attention.
Pre-Audit
As an optional service, you may undertake a Pre-Audit to preview your company’s preparedness for the System Audit. While it does not review every function of the system, it is typically sufficient to provide a realistic measurement of the system’s development and to highlight any major gaps prior to the formal assessment.
It is generally conducted within one to two months of the System Audit. The Pre-Audit also allows the Auditor to more accurately forecast the resources required for the formal assessment.
A Pre-Audit is mandatory for Environmental Management Systems (Stage 1 Audit).
System Audit
When you believe the system is operating as documented, you have developed an effective history of performance, and you have addressed any issues identified during the Document Review and/or Pre-Audit, the formal System Audit can be arranged.
The System Audit verifies that “you have written what you are doing and you are doing what you have written,” and that your operations conform to the requirements of the Standard and your system documentation.
If minor nonconformances are identified, you will be required to provide an Action Plan. Once a satisfactory Action Plan (including target rectification dates) is received, the Auditor will recommend certification to proceed.
If major nonconformances are identified, you will be required to take corrective action and have the relevant issues re-audited before certification can continue.
Note: The process is somewhat different for Environmental Management System (EMS) certification. Initial site visits may be conducted prior to issuing a quotation. The mandatory Stage 1 Assessment (often combined with a Document Review) is conducted first, followed by the Stage 2 Assessment (System Audit) after Stage 1 action items have been addressed.
Certification
Provided the System Audit demonstrates compliance with the Standard, and any nonconformances have been corrected (or there is an agreed Action Plan in place), your company will be recommended for certification. This recommendation is submitted to the TQCSI Certification Approval Panel for ratification.
You will be asked to sign a Licence Agreement, which outlines the responsibilities of both your company and TQCSI to ensure ongoing compliance. It specifies the certification scope and any limitations or exclusions.
Your company will then be listed in the TQCSI List of Certified Organizations and, for QMS and EMS certification, on the JASANZ Register. You will then be issued your Certificate of Registration.
You may then use the TQCSI Certification Marks (and other approved marks) for promotional and identification purposes in accordance with the TQCSI Rules of Certification.
Surveillance Audits
Normally once or twice per year (depending on the size of your company), a TQCSI Auditor will conduct Surveillance Audits to verify your system continues to conform to the Standard. The frequency and duration are determined by international guidelines.
If nonconformances are identified, you will be required to correct them within a timeframe agreed between you and the Auditor. Continued failure to correct nonconformances may result in suspension of certification.
Triennial Assessment
On the third anniversary of your original certification, you will be required to undergo a reassessment similar to the initial System Audit. This ensures the entire system continues to be applied and remains compliant with the Standard.
Following successful completion, a new Licence Agreement will be signed and the three-year certification cycle will recommence. A new Certificate of Registration will then be issued.
TQCSI has established an Advisory Board to act in an advisory capacity for certification activities, ensuring impartiality and objectivity, to arbitrate independently in any appeals process ensuring no conflict of interest prevails and to ensure impartiality where there is a need for independent arbitration.
TQCSI provides a complete assurance to its clients that all information and data observed and/or used during auditing activities will remain confidential and will not be revealed in any form to any unauthorised person.
